Printing date of modern stamps

Hi !

I hope every one is fine with that Covid story...
I come with a philatelic question about modern stamps. Do you know if modern stamps are systematically printed during the year that is shown in the figure?
For example, I want to question the recent stamps I received on the Philotelia envelope .. stamps from 2007, or 2009 with a notos 2021 sticker.

Are the boards printed blank with vignettes and ironed under presses? Or are the plates post dated with a real stamp print in 2020 (or 2019 here)?

That type of stamps we call it here in greece (more specifically ELTA call them) personalized stamps.

that means, the left part has a standard general theme and the right part you can have any icon or picture you want. Even your logo or your face!

So for some occasions like the one you have is for notos. The series of 2017 was printed back in 2017 and had a blanc right side, someone that wants to have as a theme the Hellenic flag can order it (if elta have until now stock) and have a personalized right side.
