René, if genuine, this is a very rare quadruple rate cover within Greece, as Nikos suggested above. If the letter is complete (with full internal contents), it would be worthwhile to weigh it and see if it is indeed between 61 and 100 gr. If the weight is accurate, then you have a rare genuine cover in your hands.
An alternative explanation is that the letter is altered and the 80 lepta stamp, as well as the blue number "4" on the top left (indicating 4th weight), were added later. The letter appears to be of large size, so hopefully this is not the case.
