I agree with Demos, the stamps are all Belgian Prints.
The 40l has genuine perforation 13.5 and the others have not.

is that why you think the perforations are not genuine.

The perforation holes are not of the same size, the distance from each other is not constant and, finally, their distance from the design is also variable.

Try to examine the perforations of the 25 lepta and 1 dr. by placing them next to the genuine 40 lepta.  You will see that they do not fit. Genuine perf 13.5 in SHH should be perfectly regular.
